Indigenous Faith day celebrated

ITANAGAR, Jan 04: Indigenous Faith Day was celebrated on December 31 at Changlang district headquarters by organizing community prayer meets for peace and prosperity.

Pioneer of indigenous faith movement in Arunachal Pradesh Golgi Bote Talom Rukbo was also remembered on the occasion.

The public meeting was held at Old Changlang town club where appeal was made to uphold the spirit of secularism to uplift, promote, protect and preserve old age faith and culture and tradition of indigenous believers.

N. Changmi, Vice President IFCSAP (E)  Thangngam Tangha, Gen Secretary IFCSAP Changlang district Unit and Tesam Pongte, Vice President RFPS Changlang district appealed all section of the indigenous people to preserve their rich culture. Members from Jai Guru Satsang Kendra, Nam Ghar, Gurkha brethren and indigenous faith believers of Changlang area attended the meeting.

 

Sonam intervenes to end tussle between AAPWU and Labour Commissioner

ITANAGAR, Jan 04:  Intervening at ongoing tussle between All Arunachal Pradesh Workers Union and Labour Commissioner Ojing Darung over various issues, Arunachal Pradesh Building and Others Construction Workers Welfare Board (APB&OCWWB) Chairman Jalley Sonam today mediated between both parties to resolve the matter amicably. Sonam invited agitated worker representatives to his office and requested them to suspend their proposed dharna to maintain peace and harmony in the beginning of New Year.

On being requested by Sonam, AAPWU also gave assurance to temporarily suspend the proposed dharna against the commissioner, a release said.  

Earlier the union demanded for removal of labour commissioner from the post alleging him of misusing of department funds and power.

 

Union seeks veterinary doctor and medicines

ITANAGAR, Jan 04:  Claiming that foot and mouth viral disease is going unabated in Kakoi village under Kimin circle in Papum Pare district, All Kimin Students Union has sought veterinary staffs including doctors to depute in the village to contain the viral disease from spreading. Union further claimed that there is no vaccine and medicine available in the village and it requested the department to provide adequate supply of medicines to village.

 

Tirap, Changlang, Longding bandh

ITANAGAR, Jan 04: Alleging that there was no transparency in implementation of the Central Government package for strengthening the state police set-up in Tirap, Changlang and Longding, the Co-ordination Committee of Tirap, Changlang and Longding Districts Students observed 12-hrs bandh in the three districts yesterday.

The three district students unions have been demanding the authority concerned for recruitment of 61 posts of SI (Civil) from the three districts of Tirap, Changlang and Longding only considering the extraordinary situation as prescribed by Special Recruitment Package.

The recruitment for both civil and IRBn police force (in the present and future recruitment processes) should be done separately, three students unions said. Similar policy should be adopted for recruitment of Head Constables and other ranks under the Special Package for the three districts. Further, all recruitment (including SI, Head Constables and other Ranks) under the Special Package for the three districts should be conducted in respective district headquarters of Tirap, Changlang and Longding districts. Non-fulfillment of demand will be forced to launch its second phase.

 

TRU condemns Mpen incident

ITANAGAR, Jan 04: Tangshang Rhung Union (TRU) of Changlang strongly condemned the person(s) responsible for the December 23 incident at M’Pen village and brutal attack on people of a particular community.

Expressing grave concern over the incident and damage of house and properties during the clash, TRU demanded the authority concerned to bring the culprits involved in the incident to book and award them exemplary punishment.

Holding the local administration responsible for the whole episode for its failure to stop the irate mob, TRU demanded the state government to immediately look into the matter and compensate the lost properties.

Claiming that indigenous people are becoming refugee in their own land,TRU, on behalf of indigenous people of Changlang district  appealed to the state government to immediately demarcate the area to Chakma people for their settlement.

While urging to all concerned, specially the residents of Miao area to help the police department in identifying and apprehending the culprits, TRU expressed it thankfulness to the deputy commissioner of Changlang for her immediate interference to bring normalcy in the area.

 

Bandh deferred after meeting

AALO, Jan 04: The Ego Bango Power Consumers Forum has called off its Third Phase of the proposed 72hrs. bandh scheduled from January 5 after a meeting with ADC Basar yesterday. The crucial meeting has decided to make a joint verification of the progress of the ongoing works of renovation and replacement works of Dali MHS on 22nd by ADC Basar, Senior officers of Hydro Power and representatives of EBPCF. Campaign for plastic free tourism   

AALO, Jan 04: A one-day campaign under Clean India- Arunachal was organised by the Department of Tourism in and around Donyi Polo Dere, Taxi and Sumo counters here recently. Around 200 participants, including students, stake holders and taxi operators attended the campaign and took pledge to implement plastic free tourism.

The main objective of the campaign is to sensitize and motivate the denizen to keep the environment pollution free and plastic free. DIPRO

 

KEWA condemns assault on EAC

ITANAGAR, Jan 04:   Khalaktangpa Employees Welfare Association (KEWA) vehemently condemned the reported physical assault on extra assistance commissioner Gombu Tsering while he was on magistrate duty during anti-dam protest march on 24th Dec 2012. CRC inaugurated

ITANAGAR, Jan 04: A Christian Revival Church (CRC) has been inaugurated at Jayang Bagang village under Chayang Tajo area in East Kameng district during joint Christmas celebration under the banner of CRC East Kameng on Dec 25, according to delayed press release received  here today.

Addressing the gathering on the occasion, Arunachal Congress Working Committee member secretary L K Yangfo called upon the believers to work for the development of the area and spread the message of love and peace for peaceful co-existence. Yangfo also donated an amount of Rs 1.20 lakh and 60 pieces of CGI sheets to the cultural troupes and the Church committee as a token of appreciation.

ITANAGAR, Jan 04: The first District Co-ordination meeting of Assembly Youth Congress in West Siang District was held at Basar on yesterday attended by RN Lalum, General Secretary, Pradesh Youth Congress, Likha Sonny, Vice President Lok Sabha Youth Congress (Western Parliament) and Nirmal Khadka, General Secy. Lok Sabha Youth Congress (Western Parliament) in-charge West Siang Dist. CM felicitates retired PCCF

ITANAGAR Jan 04: Chief Minister Nabam Tuki yesterday felicitated retired PCCF B S Sajwan in a small but glittering function at Donyi Polo Ashok Hotel.

IFS batch of 1976, AGMUT cadre, Sajwan served the Government for 36 years and nine months in various capacity. A National expert in Medicinal Plants, Sajwan served 10 years in Arunachal Pradesh in various capacities.

He retired on December 31, 2012 as PCCF and Principal Secretary Environment and Social Forestry, Government of Arunachal Pradesh. Considering his vast knowledge about environment and forest, he has been appointed as the member of National Green Tribunal, a coveted post by Government of India.

The Chief Minister while felicitating Sajwan extended his gratitude for his relentless and selfless service to the state of Arunachal Pradesh. He recalled Sajwan’s contribution in preserving and protecting the forest and wildlife of Arunachal Pradesh and wished him best of luck for his new innings.

CM unveils vision of Arunachal Govt for 2013

Special women police force, job opportunities for youths in Govt priority list

ITANAGAR, Jan 04:  Chief Minister Nabam Tuki today said that the state Govt will raise a special women police force of 200 personnel and also open all-women Police Station in the Capital Complex region during 2013 to ensure safety and security of women.

Unveiling  the vision of his Govt for 2013 at a press conference here the Chief Minister said  that safety of women and girls will be the prime concern of the Govt. Separation of judiciary from the executive and faster trial of criminal cases will be ensured, he said.

Sharing the initiatives being taken to transform the collective vision of the state Govt into reality during  this year, Tuki informed that the year 2013 will be dedicated to the Aam Aadmi of Arunachal Pradesh, “with each of our development effort being singularly targeted at ensuring welfare of those who can’t ensure a better future for themselves on their own.”

The state Govt will take all steps to ensure law and order and peace in the state and bandh-calls will be strictly dealt with, the Chief Minister said. The recruitment against special Tirap-Changlang package and IRBN is now complete, he  disclosed.

The Chief Minister further announced that before the end of 12th Five Year Plan, it will be the endeavour of the State Govt to provide atleast one job to  each household, either in private, public or self-employment sector. He said “We shall target creation of 1,00,000 new jobs during the five year period beginning from 2013 and create atleast 25,000 such new opportunities during the current year. We are sponsoring more than 600 students for undergoing professional and vocation training courses at Chandigarh.” He further disclosed that the 2nd battalion of Arunachal Scouts will be raised during this year which will provide employment to atleast 600 more Arunachali youth.

Food Security:  By the end of 12th five year plan, the state Govt will ensure self-sufficiency in food crops for Arunachal. The growth rate in agriculture sector is three times that of national average. The state Govt will also lay special focus on horticulture produces and off-season vegetables, cash crops, spices, medicinal plants will be developed in partnership with private entrepreneurs.  While disclosing the  plans under the CM Agriculture Mechanization program, the Chief Minister informed that  during 2013, the state Govt  shall provide financial benefit to 1,700 small farmers in the form of subsidies for power tillers, pump-sets and tractors etc.

Pointing out the successful organization of the Krishi Expo during Dec. 2012 and selection of Arunachal Pradesh for Krishi Karman Award (a commendation award), the Chief Minister  announced that e-PDS will be launched in 8 more districts of the State in 2013.

Health for All: Under the CM Universal Health Insurance Scheme, financial support to the extent of Rs. 2 lakhs will be provided to 2 lakh families of the State in case of medical requirements. All posts of specialists and super-specialists  will be filled up besides  ensuring posting of specialist doctors in all District hospitals. A total of Rs. 10.00 cr will be provided for purchase of medicines and distribution to poor people at various health institutions of the State.

Social Welfare: The Chief Minister said that all the Departments will be asked to ensure gender budgeting incorporating women oriented schemes as a mandatory part of their annual budget. The state Govt will also come out with a new flagship scheme where direct cash benefit will be provided to pregnant and lactating mothers and also to families having children less than three years to counter the problem of malnutrition in these vulnerable groups, the chief minister said. Monthly pension under CM Disability Pension Scheme will be increased to Rs. 1,000 from the existing Rs. 500 per month.

Education:  Promising to raise the literacy rate in the state to 80  per cent from the present 66 per cent by the end of the 12th five year year, Tuki said  the state Govt will provide funds to the extent of Rs. 5.00 lakhs for purchase of furniture and Rs. 2.00 lakhs for purchase of sports equipment for schools to each Deputy Commissioner this year. For the first time in many years, adequate funds are being provided for upgradation of college infrastructure with ear-marking of sufficient funds for Govt. colleges at Deomali, Changlang, Itanagar, Pasighat, Doimukh, Nyapin and Daporijo, the Chief Minister said while disclosing that CM Talent Award scheme for meritorious students will be continued.

Talking tough against teachers’ absenteeism, the Chief Minister said a master plan will be developed for ensuring regular attendance of teachers and students, especially in remote villages.

Infrastructure: The new state of the art civil secretariat at Itanagar will be made operational by March 2013, the CM said while adding that the MLA Apartments at Chimpu and Convention Hall at IG Park will also be targeted for completion before the end of the year. The state Govt will also release funds to the extent of Rs. 75 cr for construction of mini-secretariat buildings in 10 district headquarters construction of which will be started during 2013. “To provide long-lasting good quality roads at District Head-quarters, the State Govt will start construction of Cement Concrete roads with proper drainage. During 2013, we shall release Rs. 152.00 cr for 10 districts and identify the left-over locations”, the Chief Minister said.

He further said Harmuti-Naharlagun railway link will be completed before March 2013 and work on all sections of Trans-Arunachal highway will be awarded during the year and pace of work on 4-lane Itanagar-Hollongi stretch will be fastened to ensure early completion.

The state Govt shall release Rs. 30 cr (as phase-1) this year for  construction of stadiums at each district headquarters and other important locations. A project for up-gradation of infrastructure at Sangay Lhaden Sports Academy will also be undertaken, the CM said.

Tourism:  Disclosing the initiatives of the state Govt to promote Arunachal as tourist destination, the Chief Minister  said that Rs. 3.00 cr will be provided under CM Paryatan Vikas Yojana for giving subsidy to 100 youth for purchase of tourist taxis and for acting as tourist guides. ‘Brand Arunachal’ will be promoted at national and international conferences, he added.

Power:   The  Chief Minister disclosed that the 110 MW Pare hydroelectric project will reach its final stage of completion by the end of 2013 and  several mini and micro hydel projects will be commissioned during the year.

Water Supply: The water scarcity in the Capital Complex region, especially during the lean winter months is all set to end with the launch of the Itanagar Water supply project during the year. “We shall implement NRDWP program in our villages to provide water supply schemes at a fast pace. Towns such as Roing and Changlang will be covered for water supply scheme.”

“Master plans will be developed for all the major towns of the State to ensure their planned development. Till date, the state Govt has provided Rs. 150 cr from its own sources for construction of porter tracks and foot suspension bridges and the Govt will continue to support this during 2013 also”.

 The chief minister also disclosed the steps being taken to assist the small tea and rubber growers of the state. The monthly honorariums of the Gaon Burahs will be enhanced substantially, the CM said.

To facilitate direct contact between the grass-roots and CM office, the grievance redressal cell in CM office will be activated.

 

 

AAPSU holds interactive session with press fraternity

ITANAGAR, Jan 04: The executive members of newly elected team of All Arunachal Pradesh Students Union (AAPSU) lead by its president Kamta Lapung today held an extensive interaction with press fraternities of state at Hotel Donyi Polo Ashoka. During the interaction AAPSU sought cooperation and help of press fraternities in their endeavour to fight for the rights of student communities of state.

While starting the session, IPR Secretary of AAPSU Lota Singhi informed that main reason behind holding of interactive session is to build healthy relation between AAPSU and media fraternities of state.  “Without the help of press fraternities AAPSU will not be able to express our views to the people of state. State has witnessed divide among tribes in recent days and AAPSU being pan-Arunachal student body will strive hard to bridge the differences. We will work hard to unite Arunachal and will try to ensure that no one is discriminated on the basis of tribe and religion,” stated new president Kamta Lapung. From the press bodies Arunachal Press Club president Taba Ajum, senior journalists Pradeep Kumar and Taro Chatung spoke. “Being the apex student body of state, AAPSU has a big responsibility. The press persons expect that present AAPSU team will maturely act and will never let any situation go out of hand,” said APC President Taba Ajum.

While advising AAPSU team to always maintain discipline, senior journalist Taro Chatung asked them never to lose cool and always keep the door of communication open. “In my journalism career spanning over decades I have seen many MLAs becoming ex-MLAs and many student leaders becoming ex-presidents and general secretaries. Many of them during the tenure get angry on us and think that we are their enemy. But later when situation becomes cool, they realize mistakes and says sorry. Therefore we should not act hurriedly without trying to get counter clarification from others,” stated Taro Chatung.

Also present on the occasion was AAPSU vice-president protocol Happy Toko and vice-president administration Likha Takar along with all the newly elected executive team.

 

 

Khimhun visits his constituency

ITANAGAR, Jan 04: Changlang (S) MLA and Parliamentary Secretary Phoshum Khimhun visited Ranglum, Rangran and New Rangran villages of his constituency to take stock of the various ongoing schemes in the area.

He was accorded a warm welcome at Ranglum village as he drove into the village along with his entourage through the newly constructed Changlang-Manmao road to Ranglum link road which has been funded under PMGSY (Border Block) Stage -I. Khimhun congratulated the villagers as their long cherished dream of 40 years has been fulfilled with the linking of the three villages with the district headquarters. Khimhun also assured to link Ranghill, the last village of his constituency with the existing road.

Later, attending a public meeting at New Rangran, Khimhun observed that the existing work has lots more scope for improvement especially the culvert, hairpin bend and side drains. He directed the executive engineer of RWD and Contractor concerned to rectify the problem and complete the scheme as per guideline. Khimhun further cautioned the agency that 3rd party monitoring will be done and work quality will not be compromised. He urged the SE and CE of the concern department to visit the work site to ensure quality work. Responding to a public memorandum, Khimhun assured to bring in more Agri and Horti schemes. He also announced that Horticulture schemes, hence forth, will be implemented in a large scale by adopting three villages each at a time. He also assured to provide irrigation channel if community farming is done. Regarding opening of Sub- center, he assured to take up the matter with the appropriate authority to get staff posted at the earliest. He further announced a playground at new Rangran and CC step at Ranglum from his MLALAD fund. Khimhun was accompanied by John Jugli, ZPM Changlang (S), SS Choudhary SDO (Hq), Bamin Tarang, CO, K Hazarika EE RWD, Panchayat leaders and other Department Officials, according to an official release.

 

 

Education is a life-long journey: Dabii

PASIGHAT, Jan 04: Education is a lifelong journey and therefore we must give our students a strong foundation providing them with multiple pathways for developing their potential, said Nari-Koyu MLA Tako Dabii today.

The teaching-learning process should be purposeful, invoke a sense of curiosity and seed a love for learning.  They must be engaged through different pedagogical approaches such as inquiry-based and field-based learning and also in co-curricular activities in schools, he stated while attending an interactive meeting amidst officers, leaders, teachers and students at the Bakin Pertin Auditorium, Telam.   Earlier in the morning, the newly constructed (under MLALAD fund) Telam PHC extension building was inaugurated by the MLA. The building comprising eight rooms would provide better service to the people, said Dabii on the occasion. Dabii urged the Director Health Service to provide necessary furniture and equipments and deploy staff. He congratulated the people of the area for having better facilities and appreciated DK Padung, EE (WRD) for timely completion of the building.  

Dabii, who represents Nari-Koyu constituency while focusing on overall developments of the area, claimed that balanced and uniform development was being carried out throughout the constituency with sincerity and dedication. Extending his thanks to the people, Dabii said ‘I am very heartened by the overwhelming support from the citizens’.  Special attention was being paid to those areas which were neglected for decades and there is sign of development in those areas due to his ‘proper planning, vision and constant efforts’, he added. He further stated that roads, health and education had been accorded top priority. The villages were being connected through roads and educational institutions upgraded so as to provide quality education to the children at their door steps, he said.

Dr. Daying Ering Science Laboratory and Rajiv Gandhi Block of GHSS Telam built under SPA by the WRD were also inaugurated by deputy commissioner RK Mishra and superintendent of police Pushpendra Kumar in presence of the local MLA Dabii, Director Health Service Kartik Nishing and local officers and leaders. ‘Monitoring an integral part of the prog implementation’

ITANAGAR, Jan 04: The State Govt. has initiated many developmental projects in the State which are at varying stages of completion. The development of the State will depend entirely on the proper and successful implementation of various projects that is on the card.

The State Govt. led by Chief Minister Nabam Tuki has taken strong measures to ensure that the fund allocated for each project is utilized properly as per the specification so that the fruits of developmental activities reach to the grassroots level. As a part of strengthening the governance, the State Govt. has taken strong measures for strict monitoring of implementation of various projects in the State. To streamline the process of Monitoring which form an integral part of the Programme Implementation, the State Govt. has constituted Monitoring Committee at Circle level, SDO Level and District Level which shall be headed by CO/EAC, SDO/ADC and DC at Circle, Sub-Divisional and District Level respectively. Apart from these 3-tier committees, the State Govt. has also constituted a Committee at Secretary Level where each Commissioner/Secretary has been entrusted to monitor various projects under SPA, NEC, NLCPR, BADP etc for the last 5 years. These High Level Committee shall not only monitor the implementation of various projects as mentioned above but they will also hold meeting with the DC and HoDs during their visit to their respective  district to take stock of the Education and Health scenario of the concern district and submit report to the State Govt. for remedial measures. The respective Commissioners and Secretaries are likely to start their first round of their tour from the current month.

Arunachal Pradesh is the first one in the country to implement the concept of Third Party Monitoring which has been lauded by Planning Commission. The third Party Monitoring was entrusted to NABCONS and NEDFi for monitoring of SPA 2008-09 and 2009-10 and BADP projects for the year 2009-10.

The 3rd party monitoring of BADP for the year 2009-10 is underway and Monitoring of SPA 2008-09 & 2009-10 has been completed and the reports are under assessment at varying stages.

Tender was floated for 3rd party monitoring of SPA projects for the year 2010-11. The NEDFi and NABCONS were the top two lowest bidders. The Planning Department, Project Monitoring Unit have chalked out a plan to ease the monitoring process in which the State has been divided into two parts viz. East and West. The Western Part starting from Tawang to West Siang shall be monitored by NABCONS and the Eastern Part starting from West Siang to Tirap shall be monitored by NEDFi.

In a simple function held today at Raj Bhawan office, Ankur Garg, Secretary (Planning) representing the State Govt. and Dr. P. Radhakrishnan, Principal Representative NABCONS Itanagar has signed the Memorandum of Understanding.

The MoU will be signed with the NEDFi authority as and when the Draft MoU is finalised. The 3rd party monitoring of projects for the remaining years will be floated on tender basis very soon.

 

 

‘Media most powerful tool for social change’

ITANAGAR, Jan 04: “Remember media is the most powerful tool to bring social change and you have the greatest responsibility in serving as mirror to reflect the right to discourage the society from wrong doings,” advised Phani Bhusan Dasgupta, former Itanagar PTI Manager and founder member of Itanagar Press Club.

While interacting with the local media fraternity here today, Dasgupta, who was instrumental in bringing out the first newspapers of the state – Echo of Arunachal – on February 20, 1988, said that this Himalayan state a repository of natural resources and a cultural garden with rich ethnicity. The media has a special role to let the rest of world know the age-old rich cultural mosaic of the hospitable tribal communities of the state.

“Be deep rooted to your rich traditions but think big and act big to merge with the global community,” said Dasgupta, who came to Arunachal Pradesh to work for the PTI in 1980. Abani Kumar Bhattacharjya of UNI came in 1982.  Both were stationed at E Sector, Naharlagun, before being shifted to their present offices in Itanagar in 1984 at the desire of then chief minister Gegong Apang. Dasgupta and Bhattacharjya were the founder members of the Itanagar Press Club (now rechristened Arunachal Press Club), which was formally inaugurated at the present premises on May 14, 1995 by Apang.

Dasgupta is here in connection with the year-long 150th birth anniversary of Swami Vivekananda (January 12, 2013-2014).

Reciprocating his gesture; APC president Taba Ajum, APC advisers Pradeep Kumar and Taro Chatung, on behalf of the media fraternity, assured to continue their endeavours to uphold the dignity of the media.

Coincidentally,  Dasgupta also interacted with the newly elected team of All Arunachal Pradesh Students’ Union led by president Kamta Lapung and exhorted the team to contribute towards nation building. India is the only country in the world whose 52% population is youth which justifies that the youth could change the destiny of India in particular and the world in general, Dasgupta added.

“2013 would be a year of positivity to work for all sections of the society rising above all differences while reflecting pan-Arunachal identity for all communities to co-exist peacefully and progress for a balanced growth for the state,” Lapung said with commitment.

 

 

BJP decries ‘forceful’ market bandh

ITANAGAR, Jan 04: The Bharatiya Janata Party (BJP) Arunachal Pradesh unit has taken strong exception to the act of ruling party allegedly forcing the businessmen/traders of Naharlagun to attend and witness a joining ceremony of a political party and friendly football match against their will and interests yesterday.

Describing the act of imposing market bandh for the occasion as unethical and un-called-for, the BJP said it has exposed the dictatorial attitude of the party in power. The BJP demanded an apology from the party in power before the traders and business community for causing great inconvenience to the masses on that day.

On the proposal for construction of a permanent bridges over Pachin river connecting Pachin colony to Naharlagun township at D-sector junction, which is a long due project since eighties, and the other permanent bridge connecting Lekhi village with Yupia, district HQ of Papum Pare, the party said that the proposed bridges will facilitate convenience traffic movement and serve as important alternate link for Yupia.

The BJP called upon the party in power for the several decades to take seriously about the road security in the state capital with required alternate roads or sub-ways and take up repairing works in war-footing of the inter-sectoral roads if the government really feels about the traffic congestion with the present road conditions.

The BJP also demanded proper sub-way or alternate road from A-sector and Model village joint point via Demsite-Polo Colony-D-sector-Pachin-Papu villages and Papu Nallah to Donyi Polo Mission at right side and at left side Papu Nallah to Chimpu via Jullang which would reduce the traffic in the state capital.

“Giving full-fledged Pachin district to Itanagar Capital Complex administrative unit existed with full-fledged Deputy Commissioner, SP and other district level officers already in place although separately designated DERO/DEO to follow for the state capital complex areas and the DRDA etc. the state cabinet should clear the proposal and let the District Administration handle properly of matters of the capital complex,” the party said.

Organic cotton and the farmers

Two Japan-based companies that promotes environmentally conscious lifestyle through sales of sustainably sourced food and apparel – have pledged to improve the income of Indian farmers, their health, and the environment by scaling up production of organically produced cotton, which is free of synthetic pesticides and chemical fertilizers and has an approximately 30 per cent higher market price.

The two companies pledged to scale up their Pre-Organic Cotton (POC) programme, which encourages farmers in India to switch from conventional to organic cotton production by guaranteeing to buy the cotton that is organically produced at a price higher than that of conventional cotton.

Such a commitment is critical to the initiative’s success since it typically takes three years for farmers to obtain an organic certification; organic cotton costs more to produce but farmers are forced to sell it at cheaper, conventional cotton prices. During the three-year waiting period, the participating farmers will see a 20 to 30 per cent increase in their income, with a projected additional 12 per cent increase once their farms gain official international organic certification.

Cotton occupies a mere five per cent of all farmland in India, yet it accounts for more than half of the country’s pesticide use, adding a financial burden to farmers and causing serious health concerns including skin and respiratory diseases. The conversion process to organic cotton remains financially unfeasible for most farmers, despite the financial and health benefits.

Itanagar post office authorities are irresponsible

Being aggrieved by untimely delivery of Parcel by authorities of Itanagar Post Office, I would like to draw attention through column of your esteemed daily.

I would like to share that on 10/12/12, I had registered a Parcel at Mohanbari Air Field for Itanagar and the same was dispatch on that very day. Two weeks later on 24/12/12, it found undelivered when I asked the addressee for confirmation of received. After getting thorough enquiry, I came to know that the Parcel had arrived there at Itanagar 19/12/12 and the same was further dispatch to RK Mission Post Office Itanagar despite being clearly  written the address O/o Urban Programming Officer Itanagar. Also at RK Mission post office, Post Master had kept it for 9 days under their desk without even trying to contact as mobile number was given on the parcel till the addressee rush to their office to collect it. The incident shows that they lack sincerity and is incapable to handle the daily businesses. It also reveals the negligence of their higher authorities on control and conduct of administrative set up of the deptt.

You know, negligence in the official means deceiving the trust of the common public. Why do the concerned authorities not listen to hue and cry of the common public? Why do they not check the daily businesses of the deptt? If they claim of maintaining all norms then, how do they not recognized the gravest mistake of their office staff? Why don't they take any action against those staff that is negligence on duty?

I am as true Arunachalee, has been deeply hurt by output given by Post master, Itanagar Post Office. Hoping the concerned authorities will take the serious note of incident and take some needful step for its better services for the needy.

BSNL needs to address concern of consumers

Dear Editor,

Through your esteemed daily I on behalf of society, express resentment against the authority concern of BSNL. Despite so much complaint raised by its users regarding the BSNL voucher and easy recharge tariff the problem is still being overlooked. Unlike the other mobile network companies the cost of BSNL top up/recharge are sold above its MRP/- value. Why is it so? Time and again this complaint was made in this forum. When compared to other telecom companies like Airtel, Aircel, the service provided by BSNL is not up to the mark, which is a Government of India undertaking. Many a time I have personally discussed this problem with the selling agent regarding charging of excess amount by them and all the time they just put the entire blame on the BSNL authority, saying they don't get much out of it and this is not just a problem of one or two BSNL top up selling agents it is practiced by majority of shopkeepers throughout Capital complex. That's why it is not a diminutive problem and it is beyond a single person's capacity to control or change it since it is practiced by a large number of business communities. Sometimes, due this problem I end up arguing or leave a bad impression for poking in their business dealing. I personally don't have any intention to damage their business scope but neither I am willing to overshadow my consumer's right. For how long one should tolerate this kind of illegitimate practice. I am not blaming them entirely may be their issue is genuine that is why it is practiced by a large number of business community by selling BSNL recharge above its MRP/-. I really don't know why they are doing this but one thing I am clear is that nobody is allowed to sale any product more than  printed price or else it is a total violation of Consumers protection act, 1986. I also request the Consumers Forum to look into this matter at the earliest and bring an amicable solution to  it. Last but not the least, the residents of Mob- 2,Mob-1 and Niti Vihar area have been deprived of BSNL landline service for almost two and half year. So please do the needful, we will be ever grateful to you.

‘Youth  has the capacity to revive India’s golden era’

NAMPONG, Jan 04: Though August 15 in 1947 was a historic day to become free citizens of India but 65 years after achieving independence the countrymen are still in the grip of ‘gulami’ in different forms, National Youth Project director Dr S N Subba Rao cautioned 300 youths from 23 states including host Arunachal Pradesh assembled in this non-descriptive Kovin village in the periphery of Jairampur sub-divisional HQs of Changlang district.

Addressing the participants of National Integration Youth Leadership camp, Dr Rao recalled Jawaharlal Nehru, the first Prime Minister of India, who had began his address - Tryst with destiny - by saying “India rises to a new destiny when the whole world is sleeping”. He said that the youth alone has the capacity to revive India’s golden era following the principle: “Sarve bhavantu sukhina, sarve santu niramaya, sarve bhadrani pashyantu, maa kaschit dukha bhagh bhavet” (May all be happy; may all be without disease; may all have well-being; may none have misery of any sort.)

Dr Rao, lovingly called Bhaiji, lauded the hospitable Arunachalees for making their state, particularly Nampong a ‘Mini-India’ symbolizing unity in diversity and exhorted them to maintain its uniqueness for all the times to come.

Expressing deep concern at the disturbed social atmosphere in India where women are raped or gang raped even in national capital New Delhi, Gandhi Smriti and Darshan Samity director Dr Manimala said that India should be of Gandhiji’s dream where everybody would enjoy equal right without any discrimination. This could be possible if the youth alone rise to the occasion.

“Pyar ki rah dikha duniya ko rokey jo nafrat ki aandhi, tum me hi koi Gautam hoga, tum me hi koi hoga Gandhi,” she quoted a sayri to inspire the gathering.

Melodious voice of Bina Sena, wife of Agriculture, Horticulture, Animal Husbandry and Dairy Development Minister Setong Sena, responded to Dr Manimala’s all anxieties: Hum ko man ki shakti dena, man vijay kare dusron ki jay se pehle, khud ko jay kare bhedbhaav apane dil se saaf kar sake doston se bhool ho to maaf kar sake....,” to huge applause of the gathering during the cultural exchange programme on the bank of Namchik river.

Setong Sena, who was instrumental in conducting the camp, expressed his gratitude to Dr Rao for choosing remote Nampong as venue and the 300 youths for making the camp a grand success against all odds. He said state’s innocent tribals far away from the hustle bustle of modernity live in complete communal harmony with the people from rest of India working in the state as well as the nature.

“Anyone is welcome to this abode of sun and moon where the nature is in its unspoiled form and the indigenous people live happily with whatever they get. We embrace everyone with Himalayan heart as Arunchalees belong to a classless agrarian society,” Sena added.

Dr Rao, Dr Manimala and Sena couple conferred the Dr S N Subba Rao Yuva Seva National Award-2012 on NYP-AP president Hari Pado Biswas in recognition of his commitment in empowering the youth of the nation with dedication. The award included a trophy, a certificate and cash amounting to Rs 10,000.

Haryana unit Bharat Yuva Shakti president Suresh Rathi, instrumental in launching the annual award, joined the gathering in congratulating Biswas for his selfless endeavour to channelize youth power of Arunachal Pradesh towards nation building since last few years for which he was honoured with Karamveer Chakra Award in 2011 by United Nations Volunteers, Bharatiya Bikash Ratan Award and National Award for Economic & Social Development, both in 2012.

While praising Biswas for being the first recipient, Rathi said that the cash amount would increase by Rs 1,000 in every birthday of Bhaiji.

While the campers were taken to Myanmar with the help of 18 Assam Rifles on December 30, the invaluable contributions of the locals, particularly Congress Seva Dal team led by APCSD state organizer (In-charge of Changlang & Tawang districts) D N Monpa deserve special mention.

The departure of the campers was sad and heart touching with unforgettable memories writ large on their faces which most of them described as unique experience to be treasured for life.
